WG1 “Techno-social system”: Scientific framework
Goal: To support development of the multidisciplinary approach to system science putting together operational research, computer intelligence, system modelling and semantics to create a sustainable platform to cities’ resilience, protection and risk management, decision support (DSS) and vulnerability assessment.
Rationale: The Smart Cities concept considers a city as 'systems of systems' where a number of infrastructures and services collaborate to provide the main urban functionalities, such as transportation, security, communication. Due to the complexity and the interdependency of such systems, it is difficult to guarantee its reliability and protect all the relevant infrastructure assets from threats (natural, technological, intentional) to avoid undesired impact to communities. The focus is on vulnerability of systems to failure and ability to manage and minimize the impact of any failures or lack of serviceability. Since the systems are highly interconnected policy making and DSS are crucial for such platform.
Bearing in mind that cities are usually autonomous, highly dynamic in nature, having multi-dimensional policy making environment and large scale of the system composition, the assurance of the system reliability, security and quality of services have become ever challenging process. This becomes evident by considering the several different sectors involved such as energy, transport, retail, healthcare, public services and banking. In the context of Smart Cities advanced techno-social platform is required in order to address the multi-dimensional challenges in unified and efficient way.
